Best HECVAT Software for Higher Ed Vendors
The four categories of tooling that claim to answer a HECVAT, what each one actually does and where it stops, plus why the Lite versus Full comparison you are reading was retired by HECVAT 4 in 2025.

If a university has asked you for a HECVAT, the tool you need depends on which problem you actually have. Vendors answering their first HECVAT need somewhere to build the evidence. Vendors answering their fifth need reusable answers and version control. Those are different products, and buying the wrong one is why teams end up with a subscription and a spreadsheet they still fill in by hand.
The other thing worth knowing before you compare anything: the HECVAT itself changed, and a lot of published guidance has not caught up.
The Lite versus Full comparison you are reading is out of date
HECVAT 4 consolidated the Full, Lite and On-Premise workbooks into a single questionnaire in February 2025. EDUCAUSE lists 4.1.6 as the current version as of July 22, 2026. You no longer choose a version. You complete a core set of questions, and a Start Here tab routes you through the remaining sections based on your solution type, deployment model and the data you handle.
This matters commercially, because plenty of vendor guides and even some institutional procurement pages still tell you to pick between Lite and Full. If a tool markets itself on handling "HECVAT Lite and HECVAT Full templates" without mentioning conditional routing, that is a reasonable signal its content and its answer library were built before 2025 and have not been revisited.
HECVAT 4 also added two sections that did not exist before: a dedicated IT Accessibility block, and an Artificial Intelligence block. The AI section is the one that stops deals in 2026, because AI features shipped much faster than the inventories and oversight records that describe them. If your product has any AI in it, that section is where you should expect the review to slow down, and it is worth reading how AI governance evidence gets assembled before a buyer asks.
The four categories of HECVAT tooling
Everything sold as "HECVAT software" falls into one of four groups. They solve genuinely different jobs, and the column that matters most is the last one.

What to check before you buy
Four questions separate the tools that help from the ones that add a subscription:
Does it work from evidence or only from past text? An answer library is only as good as its last review. Ask how the tool knows an answer has gone stale. A platform that ties each answer to a control and its evidence can flag it when the underlying control changes. A pure text library cannot.
Does it handle HECVAT 4 routing? The conditional structure is the whole point of the current version. A tool that treats the workbook as a flat list of roughly 321 questions makes you answer blocks that your product never triggered.
Can it answer the AI section from something real? Ask to see how it produces an AI system inventory, documented purpose and limitations, and human oversight records. If the answer is that it drafts prose from your marketing site, that is not evidence and a competent reviewer will treat it accordingly.
Does it cover the other formats you get? Very few vendors only ever receive HECVATs. If you also see SIG, SIG Lite and CAIQ, buying a HECVAT-only tool means solving the same problem again next quarter. Why we are not publishing a price table here
Almost nobody in this category publishes real pricing, and the figures that circulate in comparison articles are usually a single anecdote repeated until it looks like a fact. What we can say honestly is what drives the number: how many questionnaires you receive a year, how many frameworks you carry, how many people need review access, and whether you want the vendor to do the first-pass answering as a service. Ask for a quote against your actual questionnaire volume and confirm any figure with the vendor directly.
One caution that applies across the category: pricing built around "questionnaires per year" penalizes exactly the growth you want. If higher education is a real segment for you, model the cost at three times your current volume before signing.
How long does it take to complete a HECVAT?
A first HECVAT commonly takes 8 to 20 hours of real work, spread across security, engineering, legal and privacy. The range is wide because it depends almost entirely on whether your evidence already exists in a usable form. Teams answering from a maintained control library spend far less, and every HECVAT after the first costs a fraction of the first one.
Is there a HECVAT registry where I publish my completed HECVAT?
No central one. EDUCAUSE does not collect or host completed HECVATs. You keep your own completed workbook and share it directly with institutions, either proactively during the sales cycle or when asked. Publishing your current HECVAT on your own trust page is the practical substitute, and it moves the security review earlier in the deal, which is usually where you want it.
Do I need a VPAT as well as a HECVAT?
Usually yes. HECVAT 4 includes an IT Accessibility section covering WCAG conformance and assistive technology, but that is a screen rather than a substitute for an accessibility conformance report. Institutions commonly require both a HECVAT and a VPAT or ACR for each product, including at renewal. Treating the HECVAT accessibility answers as the end of the accessibility conversation is a reliable way to stall your own contract.
Does a SOC 2 report replace a HECVAT?
No, but it makes it much easier. Institutions still want the HECVAT because it asks product and education specific questions a SOC 2 report does not cover, including student data handling, accessibility and AI. A current SOC 2 report makes many HECVAT answers straightforward to evidence, which is why vendors who run SOC 2 compliance software tend to finish the workbook faster. Attach the report alongside the HECVAT rather than instead of it.
Who should own this internally
The workbook needs several owners, not one. Security answers Organization and Infrastructure, engineering answers Product, privacy or legal answers Privacy and the data protection terms, and whoever shipped your AI features answers the AI section. One person guessing across all seven sections is the most common source of answers that get challenged later.
Build the ownership map once and reuse it. The institutional review does not end when you return the workbook either: a HECVAT that clears review moves to accessibility documentation and then to the data protection addendum and contract, so having a way to get those agreements signed without another two week delay is worth sorting out before the first one lands.
The short version
If you receive one HECVAT a year and already hold a SOC 2 report, you probably need better organization rather than software. If you receive HECVATs alongside SIGs and CAIQs, buy for format coverage and evidence, not for HECVAT specifically. If your product ships AI features, fix the AI inventory before you shop for anything, because no tool can draft that section from documents that do not exist.
